Hall Moves to Principal at Valley High
Frowine Named to Head Staff at Minford Building

Valley and Minford High Schools will have new principals when Scioto County's rural school system open Tuesday.

Edward H. Hall, Minford principal the last three years, will move to Valley High at Lucasville as principal there.  He succeeds Lynn Sloan who has accepted a post as manual training instructor at Whitehall, a Columbus suburb.

Jacob Frowine succeeds Mr. Hall as Minford High principal.  Mr. Frowine has been guidance director at Portsmouth High School.

County Supt. E. R. McCowen said all other executive heads and principals in the rural system will be returning to the posts they held last year.

Mr. Hall goes to Valley with 13 years experience in the teaching profession.  His first year he was principal at Madison Township elementary school.  He then went to Minford High, where he coached basketball nine years before taking over as  principal.  His win--lost record at Minford is one of the best in county basketball.

A graduate of McDermott High School, Mr. Hall holds bachelor's degrees from Rio Grande College and Ohio State University and a master's degree from Marshall College.  Mr. and Mrs. Hall live on Route 139 near Minford and have one daughter.

A Minford resident, Mr. Frowine has been guidance director at PHS the last four years.  He previously spent two years in charge of employment for an A-plant contractor and as principal of Rarden High School and taught in the Minford School District.

A graduate of Minford High School, Mr. Frowine received a bachelor's degree from Wilmingon College and a master's degree from Marshall College.

City Supt. H. W. McKelvey said he has two prospects for the PHS guidance post.  Mr. Frowine's formal resignation will be presented to the Portsmouth city school board at its next meeting.
